New starter Pokmon can use any move they learn naturally as long as they learn it at or before level 10.
Egg moves are allowed.
TM/HM moves are allowed but only if the Pokmon fits within that move's level requirement.
Move tutor moves are as of yet unaccounted for, but level requirements will be added for them eventually.
