I think rotom counts as a legendary, but we will let karasu decide.
Welcome to the Sinnoh region. You have 2000 Pok, a level 1 rotom, and a potion. make a topin in the inventory section listing all of your Pokmon and items

I seriously hoped no one would ever try to use a Rotom as a starter so I wouldn't have to figure this out...
It's definitely not a legendary.
But I don't see why it should be allowed as a starter.
But I also don't see why it should be restricted from being a starter. If it's allowed as a Daily Giveaway prize then there's no reason it shouldn't be allowed as a starter.
